Well.... now for something just great. I grabbed the bill to have in hand when I called Rogers and I was looking it over and someone as of May 2nd cancelled the BES plan and switched back over to the BIS plan!!!! This would have been REALLY good info for my boss to let me know

BES plan re-added to the account and now sending/receiving/activating is no problem. Now I just have to figure out why the inbox subfolders arent showing emails (emails added after I activated) when I have them checked off in the users BES account.

It will only show new ones after activation.
You have to check them off before 1st activation for pre population.
You can still search for them if device OS supports it and BES is 4.1.6 IIRC.
