Does BBM Video require internet connectivity or does it just use the cell phone system?

I'm in Canada and my business partner is in Africa. He has an older BB and we BBM text often. I want him to get a Q10 so we can video chat over BBM. Internet connectivity is VERY poor. We are rarely able to use skype. Does BBM Video require a good internet connection like skype does?

So this means that regular text messaging only requires a cell phone connection, but bbm requires an internet connection. This is not too good.
