You also didnt mention if you have a blackberry data plan, you need to.

I have a BOLD 9000, with Rogers, and I'm now having the same problem:

"Upgrade your service to a plan that includes browsing and discover a world of possibilities at BlackBerry App World. Contact your service provider for more details."

I recently did a factory restore and dl'd the newest version of the BlackBerry App World.

Any suggestions?

For me, it had nothing to do with my provider. They said its was the bbworld server. After a week or so, it started to work again.
All I can say is, just be patient. It will eventually work again.
