Here is my question. The BES admin told me he can't resend the service books unless the device is activated. From what little BEs I understand the Provisioning service comes from the BES?

I'm in a Catch-22 situation. Reloaded the OS on the device and it has Enterprise Activation option available, but no Provisioning. This was a replacement for a working BB, so the user did have Provisioning earlier.

How can I get the Provisioning Service Book to the BB?

Please keep everything in the same thread. Ever BB has the enterprise activation screen in Options > Security Options. I would still suggest to call the carrier and verify the device is provisioned correctly on their end for BES.
