a user mailbox was moved to a new datastore on exchange 2007 but no other changes are made. Blackberry stopped receiving messages and when I've attempted to re-register it I can see that activation emails are not being picked up. My feeling is that this is permissions issue but after comparing this account to others I don't see any differences. Any suggestions as to what might be wrong?

Stop the new store and start it. Then delete all the etp.dat mesages and try again. I had that issue with 2003 and stop/start made it work for some reason.

Worst case you dont have the permissions set correctly and need to double check them.

I'm not sure that this is it. What account need permission to a user's account in order for BES to be able to pick up activation message?

If you move a mailbox to a new store, but not to a different server, you'll need to bounce the BES (or at least the services). BES won't pick up the change of the new location of the store until you've done this.
