I'm having a similar, but less severe problem. Periodically my email will stop being received and that's ALL email, both BES and BIS accounts. I have to take out the battery and then it works again for a day or two or sometimes more.
I do have a lot of 3rd-party apps, but none that do anything with email (chat, maps, games, news readers).

By "try a reset", doesn't taking the battery out do that? By "restart the wireless service", do you meet toggle Send Email to Handheld from Yes to No and then back to Yes again?
