Is there a way to get the led light to turn on when the bold is charging when the device is on?

Yes. It should turn on depending on the profile you are using ans will supersede any charging notification

Actually there's not a way you can turn the LED on when the device is charging and it's on. I just looked through all the settings in the profiles and in options and the only other settings there are to turn the LED on is for Bluetooth and LED Coverage Indicator.

No, I don't think there is an App that would accomplish what you're trying to do. I mean, there are Apps out there to set different LED colors according to each alert, but not for when the device is charging. So unfortunately the LED will only flash while the device is off and charging.
