Service Status Confusion

I have a corporate BB curve 8900 with BES installed
When I check my Service status it shows
Mobile Voice
Status: available
Connection: Mobile network
Blackberry Internet Services
Connection: not connected
Blackberry Enterprise Service
connection: Mobile Network
After I connect to WiFi, status change as follows
Mobile Voice
Status: available
Connection: Mobile network
Blackberry Internet Services
Connection: WiFi
Blackberry Enterprise Service
connection: WiFi
While not connected to WiFi it says BB internet service not connected and on wifi I am connected. Does this means I have no internet service without WiFi or I am not subscribed to BIS. When I called Rogers they said my internet is blocked as corporate policy. If this is true why I can browse internet even without WiFi. or is it possible that I browse through BES even if I am not connected to WiFi.
Please note I have Blackberry browser only, no other browser on my device.
