I assume this is an unlocked/used BB? I suggest a read of the FAQ for more info on getting rid of an IT policy.

And do you have a BB dataplan? And has the device been properly activated on TMO? That will get you the proper service books.
I would remove the IT Policy first, with the power on pull the battery for about 30 seconds reinsert and let it reboot and then resend service books.
