Thanks for the reply, i've checked that and besadmin is already in that list with FULL permissions;. However there is no 'Read As' permission. There's loads of others that i've never seen, but no 'Read As'. And i've checked ADUC on both server 2003 and Server 2008.
Uber confusion is starting to set in now, lol.
