Unhappy BES 12.4.1 / Traveler 9 / Workspace Only

When configuring activation profile using "Workspace Only", we are unable to get Traveler 9 to work for the BB10 users. If we configure the activation profile for any other workspace setting, everything works.

BB support says they're stumped. Any help or suggestions would be appreciated.
