Well I finally figured out what the hell the problem was. It was two things.
1: The version of java was not exactly the same. The BES had v6 20 where as the new BAS had v6 18
2: The BES had v5 SP3 the new BAS was just v5

Once I got them both exactly the same, it worked. Thanks for all of the help all.
