I'm assuming you have navigated to the pictures folder. If you open the menu, do you not see something along the lines of create folder in the menu?

If you have not navigated to the pictures folder yet, depending on your OS, see if you have a files app icon, and use that. If you are on an older OS and don't have the file app, open the media app and select Explore from the menu, then navigate to the pictures folder.
