I ended up finding another user with the same issue and the resolution was to re-run the following command:
add-exchangeadministrator BESAdmin2 -role ViewOnlyAdmin
Get-mailboxserver MAILSERVERNAME | add-adpermission –user BESAdmin -accessrights GenericRead, GenericWrite -extendedrights Send-As, Receive-As, ms-Exch-Store-Admin
