Depends on if the "other verizon users" have BB's. BB antennas are totally different from regular phones. And its possible that the EDGE Tower, in your area, may be down for repairs and the Tour is reaching out to a farther Tower.

You can use BB maps to quickly find out which tower you are currently on if it locks onto the Cell site location before GPS kicks in (can't remember if the Tour has GPS)

It could also be a Verizon cost cutting scheme. Drop a tower and boost another tower nearby to save on costs (they have to have huge banks of Golf Cart Deep Cycle Batteries as a backup if power goes down. And that's very expensive.)

If it seems you're still on the original tower, you could try upgrading the operating system. Many newer OS's have BB antennae software upgrades as each version is released.
