Do you have a BlackBerry data plan active on your account? Not some generic carrier tariff for regular phones, but a genuine BlackBerry BiS plan.

Failing that, it's time to wipe your device clean and start again. Type in the wrong password 10 times in a row and follow the prompts to begin a complete security wipe. Note that all data will be lost. Your device will be like when you first took it out of the box and powered it on originally.
