So, TMo had you do a full restore? If so, that could be why no UMA. Here's what you should do:

Backup your device.

Wipe the device (DO NOT RESTORE)

Try wifi and see if you can get UMA. You should be able to get UMA.

Then follow this procedure when restoring your data:
