Hi there..

I've had this problem before and managed to solve it. We use an ISA server here, and I specified a rule to allow all outgoing traffic from the BES server. This is restricted by a Blackberry users group which must contain your BES account in it otherwise you will get the 400 error.

Also, make sure your MDS proxy setting look something like:

Universal Resource Locator- .*://.*(:\d*)?(/.*)*(\?.*)?
Proxy String - PROXY your.isa.servername:port number
username - BES Account username
password - BES account password
password conf - BES account password.

The PROXY in the proxy string must be in CAPS. I tried it in lower case and it didn't work.

Sorry if you have already tried this, but this is the solution that worked for me.
