Ok So I finally figured out why the services wouldn't start. Apparently the java jdk was the right version but jre somehow wasn't. I installed the right version and now the services start. Of course the site still doesn't work. Question though, which server should the link be pointing to the new server or old one? I tried both and no response from either. Also, do I have to stop the BAS services on the old server first or does it not matter?

http s://(new/old servername).domain.com:3443/webconsole/login
