Sounds like Windows Installer is kicking off trying to do something for the user that you are currently logged onto the server as for BES. Was this the same account that was used to install BES in the first place?
Error 1706 indicates that it cannot find the source MSI so you might need to put the CD back in or recreate the folder where the source used to be for the BES install.
