Default "CONGESTION" error when calling on STORM 2 on ATT

SO i purchased the Storm 2 9550 from Best Buy (Verizon branded) and unlocked it. It tests as unlocked. When I put my Sim in it (my SIM is an active ATT account w/ Blackberry personal and Blackberry Data) and tried to dial- I received an error saying CONGESTION. I have seen this error on my BOLD 9000 a few times before- particularly when I didnt have 3g and was cruising EDGE. At first the phone said activation required and didnt show ATT (except for in the connection manager it showed ATT w green check). I followed the instructions from the UNLOCKED STORM ON ATT Thread and got email working. I also got rid of the activation required topper and put my number in as the phones number. I show that I am connected to ATT and I have the phone set on 2G. It shows ATT on top. I have full uppercase EDGE with 4 bars. I receive emails, and I can send and receive texts. But any call attempt yeilds CONGESTION still. I called ATT and their so-called specialists act as though CONGESTION isnt even one of their error messages even though I have seen it before. Yesterdays attempt with an ATT specialist was this: She sent a forced update to the phone, and I turned it on and VIOLA- made a call. ONE CALL. JUST ONE. Then everything went back to CONGESTION. I HATE CONGESTION.
IS there anyone out there that knows how to fix this?
