Data usage is data usage, doesn't matter what type of connection is set up on the computer, Verizon can't tell when you have a dial up connection set up on your computer. What they can see is the amount of data usage and it isn't hard to figure out based on data usage your are tethering since it is just about impossible to download the same amount of data on a phone that you do with a computer. Of course most people tethering without paying don't get caught but that doesn't change the fact that they can be.
