Design a WML page in way that user will chose a correct device (or you need to find out which jar file should be obtained , like in google maps(by connection IP , provider and Device type)).

Develope a servlet which will proceed this data and fetch correct BLOB from your DB. Now return a stream (as jar type stream) fromwhithin your servlet to client ... (WAP Browser in your case)
