From reading the SQL 2005 License agreement, it sounds as if you need a SQL license for each user who is being provided a Service from an application connecting to the SQL server.

Microsoft wants to get everyone onto buying a Server license (not processor) and then adding user cal's. Bes would be the middleware in their current licensing agreement language.

Well for 10 users you use MSDE.
