I guess the issue with my installation has to do with the fact that I am using 64-bit windows 7 not a windows 7 issue per se. The standard instructions at the top of this post are not applicable to 64-bit windows users. Siimply go to the Program Files (x86) folder and proceed the same as for any other windows installation. I found the instructions regardng compatibility mode and going to the Program Files directory confusing and ultimately ignored them.
