Are you using BIS or BES?

Is the CIO using the carrier supplied email address? That is totally unfiltered.

And email does not flow from Outlook to the BB and back. It flows from your email server to both the BB and to Outlook. Spam needs to be found and eliminated at the server level before mail is pushed to the BB and to Outlook.
