Researching over the internet and tried a bunch of things,,still not working..crying for help!!

Situation: BB curve 8320, new OS installed 4.5, NO data plan but want to have wifi working.e.g. web browser and app. ('coz there are only two places I would be in, home and work place, both have wifi). WIFI networks are connected.

Problem:
Option, advanced, Host Routing Table : Empty, (Registration sent)
Service Book: Wi-Fi TCP/IP browser [browserC... Active
Browser: Default browser configuration: (empty)

On desktop: No Browser Icon,
By switching application to Browser: says "Your device does not currently have any Browser Configuration Service Book Entries".

Do I have to register with my carrier and buy a data plan to have this work?
