I manage the BES and have not restricted any browsing or connections, though IIRC when browsing is restricted, the restricted browser is not available on the blackberry.
WiFi on, Mobile off (as was asked by shezi) -

Internet Browser = IP address of RIM UK (don't ask me but I guess they pick it up as the mobile network isn't there anymore)
Hotspot Browser = IP address of Home (coz I'm here)
BlackBerry Browser = IP address of BES (as expected, and our point to the OP).

Apart from RIM taking my internet traffic for me, that's as expected.
