Try popping out the battery and reseating and activating again.

Make DOUBLY sure that you have been provisioned correctly with your provider. This is a classic symptom of "provisioned for BIS".

Also, try going into your Host Routing Table and click your menu button on and entry and click "register"...then re-activate again.

Also, another test to check to see if it is just Enterprise Activation is to try using your DM instead.

If you can't activate via Desktop Manager, then you know you've got troubles with the provisioning.
