4G means it will also work with 3G networks. The answer is up to you. Will you need access where there is no Wifi? Can you get wifi access another way (mifi)?

Yup. doable. most sites create a /m for mobile which you can browse.

So if you have a department site it might be.

://<sharepoint>/department/site/m

The point is still to keep them separated, but you could paste text to a memo and bring it up on the playbook.

USB output limit is 500ma by definition. It will take a LONG time to charge this way, but is a good way to maintain the battery with use during the day.
