whats with the jpeg artifacts in the PDF reader?

when you view a pdf and zoom in you see jpeg artifacts (att) or takes forever to download a higher res version (t-mobile). this is on a curve. do the newer ones do any better?

Why not vector instead of tiled raster maps?

In other words, why are we download a bunch of bitmaps instead of a few curves?
