We ran into this issue and realized that the SQL database was full or very very close to full. We moved the db and pointed the BES mgr to a real SQL server instead of MSDE and our problems went away....

Blast! If only I had read this post BEFORE I moved our besmgmt sql db over to our SQL server. I was getting those 'file group full' error messages all day and the even log filled very quickly. Thanks...
