I upgraded my OS on the 8703e a couple days ago and am trying to figure out how to make some new themes for it. Am I still limited to the Theme Builder supporting OS 4.1?

I have a friend that has an 8703 that is branded TIM. It seems to be identical to the T-Mo 8703. He is currently a T-Mo customer is needs this TIM 8703 to be unlocked to that he can do a SIM swap....
