Tier 2 told me that there were a number of issues that were fixed and that was one of them....

Here is the answer as to why your volume is messed up on new OS....

I just got off the phone with RIM....I had upgraded to the new OS 4.0.2 and my Bluetooth and speakerphone did not work.

What happens is that you upgrade the firmware and then restore old values...
