Yes, that will allow you to use BBM as well as MMS and maybe some other things. Email and Browser won't work without the full BB data plan.

It's because the 9700 is on 3G. The EDGE/GPRS band is what causes that feedback. If you were to manually change the 9700 to 2G, you would hear the feedback again.
