Keep in mind that Blackberry Desktop software vs. Link were both designed to manage the phones but Link was offered after windows 10 was released. I have used both on windows 10 but I'm not sure Link...

My guess is you have something else going on with another application interfering with the app.
Try connecting with a cable to the phone and do a power off or battery pull still connected and see...
