Must ask the obvious. How many mp4 files have you tried, and from how many sources? Streaming, or have you downloaded the file and tried to play from memory? Have you tried to play that mp4 file...

The only likely possibility I could think of with the phone is parental controls, as tsac mentioned first, but which you have ruled out, I think. That is, it isn't an issue of receiving or not...
