It seems to me it may be a problem with his "Service Books". On the Blackberry web interface under Profile there is an option to resend internet browsing service books- I would try that.

Mine has worked fine since I got back. To be honest I am not 100% sure how it works- I suspect that as long as the network you are on (away or at home) carries blackberry service (Vodafone NZ does)...

I have the 7100t unlocked from T-mobile. When I went to New Zealand I put a Vodafone Prepay SIM in and I was still able to send and recieve e-mail.

My phone has just started to do the same thing with the ABC when I lock the phone. Maybe an update was pushed to the phone- I haven't been doing anything different.
