Every time I try to access my emails or set up new email I get an error that " your device encountered a problem with this(email setup), application server"

Since I moved to South Africa, 2 months ago, I have not been able to use my bb to read my emails. everytime I try to connect or setup emails I get the "your device encountered a problem...

my blackberry bold 9780 doesn't have signal in certain areas even if when other phones on the same network can connect.anyone with an idea what tweaks i need to try?
