RUIM Cards and CDMA in Europe?

So I was reading www.wisegeek.com and about RUIM cards (like SIM cards) that should be coming to the US, it was saying that it will help make it more universal and work with GSM carriers for roaming. I'm just flat out confused now because I thought these techonolgies weren't interchangeable. I put this in rumours because RUIM cards aren't in the US yet...

It also mentioned that CDMA was spreading in Europe etc, SO does that mean us Verizon CDMA users will soon be getting world wide access like the GSM guys?

CDMA as you know it (CDMA 1X EVDO) is not spreading in Europe, but W-CDMA 2100, aka UMTS, an evolution of GSM, is. Rapidly.

RUIM cards are not that common, China and South Korea are really the only two places making big use of them. However, as far as I understand it, they can be switched to a GSM handset for roaming.
