Activation Problem with BES - Groupwise

I currently have one BES with about 40 users, its been running for about 1 year with no problems. We are running Groupwise7.02 with 5 POA's. I can activate the handhelds if the user is located on any POA except one. I am running 4.1.3. If I move the user to another POA, it will then activate. I have SOAP enabled on all POA's

What client are you running on the BES? Are you seeing any errors in the Event Viewer under Applications when adding the user to the BES?

This is similar to an issue we ran into with adding users from certain POA's

Ok, now that is one I havent seen, we got a completly different error message from some of our users based upon issues within their POA, the only way we could fix it was to move the user from one PO to another and somehow the checks that Groupwise does when moving mail files fixed the issue, which is odd because GWCheck couldnt even do it.

But the big thing here is the user is showing up as not logged in, which is the primary scenario we were seeing, what happens if you take that user and move them to another PO?
