What is the background? Was it working, and now it's not? Is your mobile account in good standing?

Or are you starting with a brand new setup?

my son got an upgrade and gave me his curve 8520 he was on 02 contract we sent it in to get casing replaced and they restore factory settings (im presuming) ive put a Pay as u go 02 chip in and it just says sim not provisioned, no calls or text nothing! very confused

I expect O2 will tell you what the problem could be, and what may be required to resolve it. Maybe it's a faulty SIM.

You could try removing the SIM and replacing it, making sure it is in correctly and fully seated. I've had SIM error once or twice that was fixed by doing that. Otherwise I think you need to talk to O2.
