I recently got a Sprint 9650 and am running it on Rogers (Canada) and every time i reboot it authenticates the registration. Also it has a message where my carrier normally is at the top that says Activation Required. However, it loads up and says you're activated with Rogers in an email.

Is there anyway to stop this process from happening?

The only way to stop that, AFAIK, is to have it at one time activated on the Sprint network (then deactivated).

I have sent a couple of 9650's to employees to use in China, and that was the only way I could get that message to disappear. I manage our company's wireless account so would just move a spare number to the phone, manually program it to show the China number, and then move the spare number back to the original phone.

I don't believe the phone can be programmed or provisioned while outside of the US (I could be wrong, though).

Read this post starting around #15. While I can't personally speak to this working, it seems it does.
