The only way to stop that, AFAIK, is to have it at one time activated on the Sprint network (then deactivated).
I have sent a couple of 9650's to employees to use in China, and that was the only way I could get that message to disappear. I manage our company's wireless account so would just move a spare number to the phone, manually program it to show the China number, and then move the spare number back to the original phone.
