The real questions are: What are you trying to install? How much room do you have now? And, why do you think you need to do any "management" at all?
True, app storage is shared with the OS. When I got my Torch, I had maybe 300 mb free (didn't bother with trying to shrink the OS, I just started off with what I was given). I have since loaded up a good 24 or so regular apps and 11 themes. Some of those apps are the bigger ones like Google Maps, Poynt, Facebook, and the new Docs to Go leak (taking up a good 4 mb by itself). Yet I still have about 260 mb free.
That's still plenty of room. But then, I pretty much keep only the apps that I actually want to use.
