Email still getting past BIS filters...

Would LOVE it if someone can help me figure this one out...
I have set filters in BIS to forward my work mail sent from specific email addresses to my BB...however, I am still getting email on my BB from people not in my SafeList for that account. I have 4 different filters using apply when " 'From' field contains" .... and yet things are still getting past.
I have the "do not forward messages to handheld" option checked when "no filters apply."
Am I missing something else that needs to be modified?
