My BBMessenger often (not too often, but often enough) won't deliver my messages. It just shows the check mark.

does that mean the other phone (that i'm sending it to) is off or not able to receive my messages, or is it a dilemma with my internet on my phone?

The check means it went out, A Check with a D is Delivered, A Check with an R is Read.

If you get the just checkmark that means the message has been sent from your device, but not recieved on the other end.

When it is delivered you'll see the 'D', when the other person has read it, you'll see the 'R'.

They're in a very well covered area, and seldom have their phone off.

Delete them from your BBMessenger and also have them delete you, Both do a battery pull and then re add each other via PIN code.
