Time zone issue with Handheld after upgrade to software 4.5 on BES 4.0

I recently upgraded my Curve 8320 to software version 4.5.0.52, then re-activated it on a BES 4.0x. Before upgrade the time zone was Caracas La Paz (GMT -4) and after activation, the time zone was reset to La Paz (GMT -4) same time zone as the BES. After activation it went to Caracas (GMT= -4.5). I have attempt to set the time zone to back to La Paz but it does not accept the setting. It accepts Manaus -4, Atlantic -4 but not La Paz -4. This problem also occurs with when Bolds are activated on the BES. Need help
