I was upgrading my Blackberry and it seemed to be going perfectly and then it seemed to get stuck on the 199 of 252 Modules downloaded - any suggestions?

How many applications do you have installed on your BB??

There is a limit on the amount of application/COD files that can be put on a BlackBerry I do not recall the number however.

I found that out too; I manually upgrade mine using cfp and JavaLoader. I don't know what the magic number is either but I've found doing it piece meal is more successful.
