I thought I had read that users in different countries incurred no costs for BBMs, but is that true? If so, does that also mean that they don't count as data?

This depends on what the OP means by "internationally".

If he means sending a BBM whilst roaming, then no, they are not free. See here:

If he means sending a BBM from one's home country to another BlackBerry user in a different country, then yes, that is free.

Obviously, the ability to send any messages through BBM is dependent on the user having a BlackBerry data plan.

Do some carries not offer "international data plans" for Blackberries? Still wouldn't be "free" (as you would pay more for the plan), but there wouldn't be the huge surprise roaming charges when the bill comes in.

There are plenty apps that allow you to send FREE international SMS messages from your phone. Some require internet access.

It in fact compounds the problem . He's trying to find a way to communicate without incurring cost. Using an online SMS service will incur costs.
