after doing a search on this same topic i found a website called
youmail where you can set up different voicemail greetings for different numbers. they also feature a good selection of custom greetings including an "error message" and "ditchmail".
the way these work is that say you want to prevent someone from calling and leaving voicemails, or you want them to get the idea that you got your number changed, disconnected, etc...you can set a custom greeting as a "sorry, number no longer in service" type error message (which are actually official phone company messages).
when the caller gets this greeting, and the ditchmail box is selected for the number, the system just hangs up on them after the greeting is played and does not allow them to leave a message...so the caller assumes the phone is no longer in service.
its a bit of a pain to set up and test out, and you need to play with the settings a little bit, but it's worth it if you really don't want to hear from someone. the only problem is that you may still get the "missed call" popup on your device even for the ditched caller...so, for my situation for the time being i just keep my phone turned off until im sure i wont have to be bothered anymore...either way, the person will assume that youve cut them off.
